Romania completes 'Ballast Radar' application development

The Romanian Ministry of Environment, Waters and Forests has announced that the development of the ‘Radarul Balastierelor’ (Ballast Radar) application is complete. The system is designed to monitor the extraction and transport of mineral aggregates to increase transparency and combat illegal exploitation.

Despite reaching the final reception stage as of October 26, 2026, the application cannot yet be used operationally. Its implementation depends on the Government adopting a legal framework to define the obligations of companies, the responsibilities of participating institutions, and the procedures for data transmission and verification.

Technical and administrative preparations are also ongoing. This includes finalizing the hosting solution in collaboration with the Special Telecommunications Service (STS) and establishing an administrative structure to manage and monitor the system. The development was finalized following a new public procurement procedure after the initial contractor failed to meet contractual obligations.
