Romania has reached a major milestone in its energy infrastructure modernization as two new thermal power plants, CET Palas in Constanța and CET Hidrocarburi in Arad, have been connected to the National Energy System. Funded through the National Recovery and Resilience Plan (PNRR), these facilities will provide electricity and heat to tens of thousands of homes. The Constanța plant has a cogeneration capacity of 97 MW, while the Arad plant will produce over 30 MW of electricity, tripling its previous output.

However, the government faces financial and regulatory challenges regarding decarbonization. Interim Prime Minister Ilie Bolojan announced that the closure of the Turceni and Craiova coal-fired plants will be delayed to ensure heating security for residents during the upcoming winter. This delay, intended to avoid social instability, may result in a penalty of up to 100 million euros from the European Commission due to missed PNRR milestones.

Additionally, the 'Casa Verde Baterii' program has faced criticism from prosumers. Participants claim the initiative excludes those who have already invested in energy storage systems, which they argue undermines the motivation to continue developing green energy infrastructure.
