Romania debates mandatory school uniforms amid budget concerns
Romania is facing a debate regarding the introduction of mandatory subsidized school uniforms. Critics, including parent representative Cătălin Nan, have raised concerns about the timing of this initiative, noting that the state has recently reduced student scholarships—including resilience and merit-based funds—citing fiscal constraints.
The Fiscal Council has noted that the uniform project lacks sufficient legal grounding regarding budget expenditure requirements, requesting detailed financial methodologies. While the Senate suggests that subsidies could be funded by local or county councils and external funds, there is significant uncertainty regarding the actual availability of these resources and the total cost to the state.
Legal perspectives also highlight that under existing frameworks, schools do not have the unilateral right to impose uniforms. Historically, legislation has allowed for a ‘distinctive sign’—such as an emblem or scarf—rather than a full uniform, and any such decision requires the agreement of the parents' representative council and consultation with students.
