Romania earmarks free balneotherapy for 17,000 in 2026 as Băile Herculane resort struggles

The Romanian government has allocated about 410 million lei for its 2026 balneotherapy program, issuing roughly 114 000 treatment tickets nationwide. Up to 15 % of these tickets – around 17 000 – may be granted free of charge to groups such as pensioners with disabilities, war veterans, victims of political persecution and others qualifying under special legislation.

Meanwhile, the historic Băile Herculane spa in Caraș‑Severin faces a severe decline. Decades‑old illegal privatization left a deficit of about 123 million lei, prompting a DIICOT investigation that has so far resulted in six convictions. The resort’s infrastructure is deteriorating, with damaged buildings and limited access to thermal springs, although 2024 saw about 160 000 tourists and ongoing works on sewage and road paving. Revitalisation will require substantial investment and resolution of legal uncertainties.
