Romania: Fines up to 2,500 lei for unauthorized use of public green spaces

Residents in Romania face potential fines of up to 2,500 lei for unauthorized modifications to green spaces located in front of apartment buildings. While many tenants believe the land immediately adjacent to their ground-floor apartments is their private property, most of these areas are legally classified as part of the public or private domain of local authorities.

Under Law 24/2007, changing the destination of green spaces, performing unauthorized excavations, or installing improvised fences are considered serious contraventions. Local police have increased inspections, and unauthorized landscaping—such as converting communal green areas into private vegetable or flower gardens—can result in the removal of the plants and significant financial penalties for individuals. Local administrations maintain the right to intervene at any time for maintenance, infrastructure works, or landscaping according to municipal regulations.
