Romania gambling restrictions prompt business shifts and local closures

Local authorities in Romania are increasingly exercising new legislative powers to restrict or prohibit gambling activities within their jurisdictions. Under OUG 7/2026, local councils can decide to ban gambling, a move that is already impacting betting agencies.

In Râmnicu Vâlcea, Mayor Gutău announced the closure of a specific gambling hall scheduled for October 20. The decision follows frequent scandals, including a violent incident in late August involving intoxicated individuals that led to criminal investigations for destruction and public disturbance. The mayor noted that the company's authorization expires in mid-October and a subsequent request for renewal was rejected.

In response to these legislative shifts, companies like Superbet are adapting their business models. Rather than simply closing affected locations, the operator plans to transform some betting shops into community centers dedicated to football and supporters. These spaces will allow people to gather for matches, and the company intends to retain staff at these locations to provide assistance to the community.
