Romania healthcare spending rises but patients still pay 25% out of pocket

A study conducted by the Bucharest University of Economic Studies (ASE), supported by the Regina Maria Health Network, reveals that while Romania's healthcare budget is increasing, funding remains concentrated on hospitals and medications rather than prevention.

In 2025, total current healthcare expenditures reached 127.98 billion lei, a 29% increase compared to 2023. For the first time, social health insurance contributions (CASS) cover over half of the total, at 51.5%. Public funding accounts for nearly 72% of total spending, while private sources provide approximately 28%.

Patients continue to bear a significant financial burden, paying over a quarter of healthcare costs directly out of pocket. Of these direct payments, 16.75 billion lei are spent on medicines and pharmaceutical products, while 12.6 billion lei go toward outpatient services, including dentistry. These areas represent sectors where public reimbursement is lowest.

Healthcare spending in Romania represents 6.68% of GDP, or 1,319 euros per capita, which remains below the European average of 10% of GDP. Experts emphasize the need to shift focus toward early diagnosis, prevention, and more accessible outpatient services.
