Romania: High-risk drivers access cheaper RCA insurance rates
Drivers in Romania can access lower mandatory car insurance (RCA) rates through a mechanism for high-risk policyholders managed by the Romanian Auto Insurance Bureau (BAAR). In the first six months of the year, approximately 7,400 vehicles secured cheaper RCA rates, a fivefold increase compared to the same period last year.
To qualify, drivers must demonstrate that they are considered high-risk. This is determined by requesting quotes from at least three different insurers for 12-month policies without direct settlement or additional coverage. If all quotes are at least 36% higher than the reference RCA tariff for the driver's specific risk segment (adjusted by their bonus/malus coefficient), they may apply to BAAR. BAAR calculates a recommended premium based on the reference tariff published by the Financial Supervisory Authority (ASF) and the three lowest market offers provided by the applicant.
