Romania: Homeowners associations may extend quiet hours
Homeowners associations in Romania have the authority to extend quiet hours beyond the standard periods established by national law. According to Law no. 196/2018, associations can adopt condominium regulations that set additional intervals during which residents must maintain silence.
These internal rules are initiated by the association president or executive committee and must be debated and approved by a majority of owners during a general assembly. Once adopted, the regulations apply to owners, tenants, and temporary guests. While these rules can expand the timeframe for noise restrictions, they do not override Law no. 61/1991, meaning police cannot automatically issue fines for noise occurring during association-mandated quiet hours unless they also violate national legislation.
