Romania identified as primary target of Russian hybrid warfare in U.S. report

A report from the U.S. Congressional Research Service (CRS) identifies Romania as a primary target of Russian hybrid warfare campaigns. The document warns that these operations have increased in both frequency and severity since 2022, aiming to undermine European support for Ukraine and destabilize a unified European response to Moscow's policies.

Romania faces multiple forms of hybrid threats, including GPS jamming in the Black Sea, drone incursions into its airspace, cyberattacks, and disinformation campaigns. The report emphasizes that these actions pose significant risks to national stability, critical infrastructure, and strategic commercial interests, such as the development of offshore energy resources.

Additionally, the report notes that Romania and Bulgaria have both experienced an intensification of these threats. In a related development, Romanian intelligence authorities recently disrupted a sabotage operation targeting critical infrastructure, involving suspects allegedly coordinated by Russian intelligence services.
