Insurance markets in Romania and Moldova see rising premiums
The insurance markets in Romania and Moldova are experiencing significant shifts in premiums and volumes. In Romania, the insurance market grew by 15% in the first half of 2026, reaching approximately 14.2 billion lei. Motor third-party liability (MTPL/RCA) premiums accounted for roughly 6 billion lei, a 17% increase from the previous year. The Financial Supervisory Authority (ASF) attributed rising costs, including a 21% year-on-year increase in average passenger car RCA premiums, to inflation, rising operational expenses, and an 18% increase in average claim costs.
In the Republic of Moldova, new RCA base premiums approved by the National Bank of Moldova will take effect on October 4. The base premium is set to increase by approximately 13%, rising from 1,257 to 1,420 lei. However, the final cost for drivers will vary based on age, driving experience, vehicle characteristics, and a bonus-malus system. While some drivers, such as those with large-engine vehicles, may see lower costs, others—particularly truck owners and inexperienced drivers—could face significant increases of up to 46%.
In Romania, the Bureau of Auto Insurers (BAAR) reported that approximately 7,400 drivers utilized a special mechanism for high-risk insured individuals to obtain lower RCA prices in the first half of 2026, a fivefold increase compared to the previous year.
