Romania introduces new used vehicle sales contract model

A new standardized contract model for the sale and acquisition of used vehicles has been introduced in Romania. Effective August 17, 2026, the updated document is titled ‘Contract de înstrăinare-dobândire a unui mijloc de transport – Model 2026 ITL 054’. The new form was approved through a joint order by the Ministry of Development, the Ministry of Finance, and the Ministry of Internal Affairs.

The updated contract includes fields for seller and buyer data, vehicle characteristics, transaction value, and specific declarations from both parties. Notably, the document now includes sections for the buyer's tax status in accordance with recent legislative changes and accommodates modern vehicle data, such as engine power expressed in kW for electric vehicles.

A significant administrative change in the new model is the extension of the period for transferring property rights, which has been increased from 30 days to 90 days. Authorities advise citizens to ensure they use the ‘Model 2026 ITL 054’ version for transactions, as older forms are no longer valid.
