Romania introduces reference indices for public infrastructure costs

Romania's Ministry of Development is introducing a new system of reference indices through the new Urbanism, Territorial Planning, and Construction Code. This initiative aims to establish a national database and digital tools to estimate costs and technical-economic indicators for public infrastructure projects.

Minister Attila Cseke stated that these indices are particularly relevant for projects funded by public money, providing authorities with uniform benchmarks. The system is intended to reduce discrepancies between initial estimates and actual costs caused by fluctuating material and labor prices. Beyond the public sector, private investors and construction companies may use the data to improve budget estimations and market analysis.
