Romania healthcare system faces imminent risk of dysfunction

Romania’s healthcare system faces a critical risk of dysfunction within the next two to three weeks unless an urgent budget rectification is implemented. Interim Health Minister Cseke Attila warned that the Ministry of Health and the National Health Insurance House (CNAS) require significant additional funding to maintain essential services.

Specifically, the Ministry needs approximately 227 million lei urgently for November to cover emergency services, including 102 million lei for salaries at emergency units, 44 million lei for medical supplies, 25 million lei for ambulance services, and 56 million lei for the National HIV/AIDS Program. Total requirements for institutions under the Ministry could reach 800 million lei by year-end, with some estimates suggesting up to 8 billion lei is needed to cover all expenses and arrears.

Parallel to the financial crisis, a scandal has erupted regarding the national medical specialist examination. Hundreds of resident doctors, particularly in cardiology, are contesting the results, alleging discrepancies between exam subjects and the grading scales. Candidates have reported that the grading was overly rigid and failed to account for the context of their answers. The Ministry has stated it will analyze these complaints to determine if the grading scales were flawed.

Additionally, the Romanian College of Physicians has called on the designated Prime Minister, Luca Niculescu, to implement urgent reforms, including better pay for on-call shifts, improved hospital conditions, and a more balanced distribution of doctors across the country.
