Romania: Investigations into public fund misuse and procurement disputes
In Romania, two separate investigations involving the use of public funds have emerged. At the Sf. Spiridon Hospital in Iași, a tender worth 24.3 million lei for antiseptic products and biocides has faced legal challenges. One supplier, Biostec Clinilab SRL, has accused a competitor, GB Indco SRL, of using unverified information generated by artificial intelligence to support technical arguments in the bidding process. The hospital has rejected claims regarding specific lots, stating that requirements meet necessary medical and technical standards.
Separately, the Director General of the National Meteorological Administration (ANM), Elena Mateescu, addressed allegations regarding the purchase of luxury items, including designer clothing, perfumes, and lingerie, using institutional budgets. Mateescu reported that approximately 68 vouchers totaling 510,642 lei and 22 additional vouchers totaling 266,269 lei were processed without proper legal procedures or leadership approval. A formal complaint has been filed with the Economic Investigation and Criminality Section, and an internal commission has been established to inventory the purchases and recover the lost funds.
