Romania land market shifts toward development certainty
The Romanian land market is undergoing a significant transformation, shifting toward a preference for certainty and speed in development. According to Ionuț Stan, Partner and Head of Land Development at Crosspoint Real Estate, buyers are increasingly prioritizing land with clarified urban planning, approved Zonal Urban Plans (PUZ), and the ability to begin development immediately.
This shift is creating a two-speed market. On one side, land with clear documentation and ready-to-use permits is highly sought after and easily traded. On the other side, plots acquired based on speculative future urbanization scenarios are becoming increasingly difficult to value or utilize. The value gap between authorized land and land lacking documentation continues to widen, as investors move away from projects that depend on uncertain future approvals.
