Romania launches financial aid for family caregivers of the elderly

The Romanian government approved a new system to shift long‑term‑care funding from residential homes to relatives who look after elderly parents or grandparents at home. Under the National Strategy for Long‑Term Care 2023‑2030, family caregivers will be able to sign contracts with local public assistance services and receive a monthly allowance equal to half of the gross base salary of a qualified home caregiver. At least 30 % of the financing comes from the state budget, with the remainder covered by local authorities and European Union funds.

The programme, to be rolled out nationwide by 2030, also includes extra incentives for municipalities where more than half of dependent seniors are cared for at home. Such localities will obtain additional state funds, and the Ministry will reimburse at least 80 % of the costs of elderly‑care services, easing the financial burden on rural communes. The aim is to keep seniors in family settings and reduce admissions to residential care facilities.
