Romania launches interministerial committee to drive public‑private partnership projects

Prime Minister Ilie Bolojan signed an emergency ordinance establishing the Interministerial Committee for Public‑Private Partnership Projects (CI3P). The decree, published in the Monitorul Oficial on 27 July 2026, creates a consultative body without legal personality that will coordinate and support large‑scale PPP investments in Romania.

CI3P is chaired by the Minister of Finance and includes nine ministries – Finance, Transport and Infrastructure, Economy, Development, Health, Education, Labour, Environment, and Investments – as well as the Government Secretariat. Its mandates cover ensuring legal and institutional coherence for PPPs, defining action lines, identifying strategic project domains, facilitating dialogue between institutions, and promoting the combination of EU funds with other financing sources. The committee will meet at least quarterly and deliver semi‑annual reports to the government.

The initiative follows a period of limited successful PPPs in Romania, with the last major political focus on PPPs occurring during the Dragnea era, when the former PSD leader used the Forecast Commission to influence infrastructure contracts.
