Romania implements digital social services and energy support measures

Romania is implementing several digital and financial measures regarding social welfare and energy support. The National Agency for Payments and Social Inspection (ANPIS) reported that over 718,000 vulnerable consumers received energy vouchers in August, totaling approximately 35.78 million lei. While over 1 million applications were submitted via the EPIDS application, over 100,000 were invalidated due to errors such as mismatched personal identification numbers (CNP) or expired identity documents.

In the Botoșani region, social assistance payments for July 2026 exceeded 57 million lei, covering 165,007 beneficiaries. These funds included state allowances for children, disability rights, and heating supplements for vulnerable families.

On the digital front, the National Integrated Social Assistance System (SNIAS) is being operationalized to simplify access to benefits through the ROeID digital identity app. Additionally, the National Health Insurance House (CNAS) is launching the ‘e-Sănătatea Mea’ platform on September 1, providing patients with a digital health wallet containing medical histories and electronic prescriptions.

Regarding energy stability, the National Energy Regulatory Authority (ANRE) has introduced a new mechanism allowing consumers to voluntarily reduce electricity consumption during grid crises in exchange for remuneration, provided they have smart meters.
