Romania Government proposes fiscal package including Temu tax removal
The Romanian government has introduced a new emergency ordinance, referred to as the “train ordinance,” which includes several fiscal and budgetary measures. A key component is the elimination of the 25 lei national logistics tax for parcels arriving from outside the European Union, effective November 1, 2026. This change aims to align national legislation with new EU regulations to avoid double taxation.
Under the new EU framework, non-EU parcels will instead be subject to a 3 euro customs fee per category and a 2 euro processing fee per article. For parcels delivered up to October 31, 2026, the existing national tax remains applicable. The government has also stated that sums collected after November 1 for eligible parcels must be refunded to consumers within 30 days.
Other measures in the package include:
• Postponing sanctions for merchants failing to include mandatory QR codes on fiscal receipts until October 31, 2027. • Providing loans of up to 300 million lei to local authorities to ensure heating services and fuel procurement for the 2026-2027 winter season. • Extending the deadline for funding teaching career cards until December 31, 2026. • Simplifying procedures for the sale of confiscated state goods through online platforms and auctions.
