Romania public debt exceeds 60% of GDP, triggering spending freezes

Romania's public debt has surpassed 60% of its GDP, reaching 60.1% at the end of the first quarter of 2026 according to Eurostat data. This threshold triggers mandatory fiscal restrictions under Law no. 69/2010, which requires the freezing of state expenditures for salaries and social assistance to ensure debt reduction and fiscal stability.

Finance Minister Alexandru Nazare confirmed that the government is legally prohibited from approving increases in personnel or social welfare costs while debt remains above this level. The Ministry of Finance projects that debt will continue to rise, reaching approximately 61.8% in 2026, 63.3% in 2027, and 63.9% in 2028, before beginning a downward trajectory.

Simultaneously, the European Commission has rejected the current draft of the new wage law. Negotiations are ongoing to address concerns regarding the personnel expenditure ceiling, which has risen from an initial 8 billion lei to over 12 billion lei following discussions with budget employees. Failure to reach an agreement with Brussels could jeopardize approximately 770 million euros in European funds.
