Romania moves ahead with voluntary wood‑stove phase‑out and heating grant program

The Romanian Chamber of Deputies approved a bill that creates a voluntary programme to replace wood‑burning stoves with modern, renewable heating solutions. Homeowners may apply for grants to install heat pumps, geothermal systems, solar collectors, photovoltaic‑powered heat pumps, high‑efficiency cogeneration units or thermal‑energy storage. The law sets targets of modernising at least 50,000 heating units by the end of 2030, 100,000 by 2035 and 250,000 by 2040, with funding expected from EU allocations, the state budget and various climate‑related funds.

The legislation also suspends the obligation to install heat‑meter sub‑counters in multi‑apartment buildings and delays fines for owners’ associations until 31 December 2030. The measure will now move to the Senate for further consideration.
