Romania natural disaster insurance coverage reaches 24.9%

Mandatory natural disaster insurance (PAD) policies in Romania reached approximately 2.5 million in July 2026, representing a 9.39% increase compared to July 2025. According to data from PADROM, the national coverage rate stands at 24.90%, leaving over 7.6 million homes without active mandatory insurance against earthquakes, floods, and landslides.

Regional data shows that Transylvania, Muntenia, and Bucharest have the highest number of active policies. Conversely, Maramureș and Bucovina report the lowest numbers. On a local level, Chiajna in Ilfov County maintains the highest coverage rate at 79.62%, while the commune of Dodești has the lowest in the country at just 1.39%.

Nationally, 72% of active policies are in urban areas and 28% are in rural areas. The vast majority of insured properties (95%) are Type A structures, characterized by reinforced concrete, metal, or wood with stone or brick exterior walls.
