Romania: Only 10% of citizens can cover medical emergency costs

A study conducted by the Centre for Urban and Regional Sociology (CURS) for Allianz-Țiriac reveals that most Romanians lack sufficient funds to cover unexpected medical emergencies. While 45% of respondents estimate they would need at least 20,000 RON to manage an accident or illness, 51% report having access to less than a quarter of that amount. Only 10% of those surveyed claim they could fully cover their estimated necessary emergency costs.

Health and family are identified as the primary concerns for protection, with 61% of Romanians prioritizing health insurance. However, actual coverage remains largely limited to compulsory policies. Approximately 48% of the population relies solely on mandatory insurance, such as motor or home insurance, while 13% have no insurance at all. Only 15% possess a comprehensive plan covering multiple types of risk.

Market data from the Financial Supervisory Authority (ASF) highlights this gap, showing nearly 6 million compulsory motor insurance policies and 2.4 million home insurance policies, compared to only approximately 279,000 health insurance policies.
