Romania delays market-value property tax reform until after 2027

Romania's interim Finance Minister, Alexandru Nazare, has announced that the reform to tax houses and land based on market value will be postponed beyond January 1, 2027. The delay follows discussions with the European Commission and stems from technical challenges regarding the e-Proprietatea digital evaluation platform.

While the market-value system is deferred, other fiscal changes for 2027 are expected to be finalized during the state budget preparation. These may include the elimination of the construction tax (known as the ‘tax on pillars’) and an increase in the threshold for the VAT cash accounting system to 5.5 million lei.

Separately, economic analysts from the think-tank Frames have called for a 3–5 year fiscal moratorium and increased dialogue with investors. They noted that recent rapid tax changes—such as the tripling of dividend taxes and shifts in micro-enterprise rules—have contributed to an 82% drop in foreign direct investment during the first half of 2026.
