Moldova and Romania advance legislative reforms

In Moldova, the Parliament has passed several legislative initiatives. One project aims to modernize civil protection and fire defense by integrating risk management and increasing the authority of the General Inspectorate for Emergency Situations. Another initiative from the Ministry of Energy seeks to simplify authorization procedures for renewable energy projects to align with European standards, establishing specific timelines for different installation capacities.

Additionally, Moldova is moving to combat Strategic Lawsuits Against Public Participation (SLAPP) by introducing protections for journalists and activists against abusive judicial procedures. This includes mechanisms to quickly reject meritless lawsuits and potential fines for those using legal actions to intimidate.

In Romania, legislative efforts are focused on domestic violence prevention. A new proposal aims to mandate electronic monitoring for aggressors to reduce the violation of protection orders. Meanwhile, the Council of Europe has recommended that Romania remove the concept of ‘parental alienation’ from its legislation to prevent its misuse in domestic violence cases.
