Romania raises salaries up to 40% for public employees handling EU recovery funds
The Romanian Government adopted Decision No. 419/2026, published in the Official Gazette, to extend a performance‑based salary increase of up to 40 % for public sector staff involved in managing European Union assistance and the National Recovery and Resilience Plan (PNRR). The boost applies to specialised personnel of the Ministry of Investments and European Projects (MIPE) and to staff of reform and investment coordinating bodies.
The increase is not automatic; eligibility depends on meeting clear performance criteria and submitting a monthly activity report approved by the credit authority. A minimum achievement level of 50 % of the set reform targets is required both at the main credit authority level and for each individual employee. The higher remuneration covers basic salary, functional salary, salary allowance or positioning allowance and will be paid monthly until 31 August 2026, provided the criteria are satisfied. Institutions must issue internal orders by 10 June 2026 detailing remaining activities and sub‑activities to be completed in line with the PNRR implementation schedule.
