Romania is experiencing a significant downturn in residential construction activity. According to data from the National Institute of Statistics (INS), the number of residential building permits issued in the first seven months of 2026 fell by 11.6% compared to the same period in 2025, totaling 18,848 permits. In July 2026 alone, permits dropped 20.8% year-on-year and 1.7% from June, with the total usable floor area decreasing by 27% compared to the previous month.

The decline is widespread across most development regions, including North-East, West, and South-Muntenia. The Bucharest-Ilfov region was the sole exception, recording an increase of 84 permits compared to the previous year.

Simultaneously, housing affordability remains a critical challenge for Romanian buyers. While nominal prices in cities like Bucharest and Cluj-Napoca are lower than in major Western European metropolises, high financing costs are eroding the advantage. The average mortgage interest rate in Romania was 6.89% in 2024, significantly higher than the European average of 4.36%. In Bucharest, the average requested price reached 2,302 euro per square meter in July, a 9.2% increase from the previous year, while Cluj-Napoca saw prices of 3,306 euro per square meter.
