Romania salary law faces deadlock over PNRR funding and fiscal limits

Romania's proposed unitary salary law has reached a critical impasse as political leaders and the European Commission clash over fiscal sustainability and the National Recovery and Resilience Plan (PNRR) milestones. The latest draft of the legislation, presented to coalition leaders, proposes a reference value of 4,000 lei for public sector salaries, a decrease from previous proposals of 4,100 or 4,325 lei. This adjustment aims to manage a projected 12 billion lei increase in public wage expenditures, which the European Commission has cautioned must be justified with compensatory measures to control the national deficit.

Political tensions are high. Former President Traian Băsescu has criticized President Nicușor Dan, arguing that the President's refusal to promulgate any law involving salary reductions provides political parties with an excuse to avoid responsibility for missing PNRR deadlines, which could result in the loss of 770 million euros. Meanwhile, PSD Deputy Marius Budăi has accused political opponents of creating artificial divisions between public and private sector employees.

The draft includes specific adjustments for the education sector, such as increased salary coefficients for teachers and new allowances for school counselors and doctoral holders. However, the law remains unpassed, with technical discussions expected to continue as parties attempt to reach a consensus before the August 31 deadline.
