Romania salary law negotiations reach deadlock
Negotiations regarding Romania’s new unified salary law have reached a deadlock following discussions at Cotroceni. Political leaders from PSD, PNL, USR, and UDMR failed to reach a consensus on the final version of the legislation.
Education and health unions remain dissatisfied with current proposals. Education unions, represented by leaders such as Simion Hancescu of FSLI, are demanding a maximum salary coefficient of 2.9 for teachers with maximum seniority, rejecting the government’s proposed maximum of 2.55. While the government has offered concessions, including nearly doubling hourly pay and differentiating class teacher allowances, unions argue these measures are insufficient.
The delay poses a significant financial risk; the government warns that Romania could lose approximately 800 million euros from the European Commission’s PNRR program if the law is not passed and promulgated by August 31, 2026. Some political sources suggest that meeting all union demands across various sectors could require a total salary envelope of approximately 30 billion lei.
