Romania introduces new pension benefits and investment accounts
Romania is implementing several legislative changes affecting pensioners and long-term savings. The Senate has approved a proposal to introduce QR codes or barcodes on pension slips starting January 1, 2027. This measure aims to simplify the verification of transport discounts and benefits for pensioners, veterans, and war widows by allowing electronic validation by transport operators.
Additionally, the Chamber of Deputies has adopted a framework for new Savings and Investment Accounts (CEI). Inspired by models like the US 401(k), these voluntary accounts allow individuals to invest in stocks, bonds, and funds through banks or brokers with tax advantages. Two types exist: CEI-S, using already taxed income with tax-exempt returns, and CEI-D, offering tax deductibility on contributions with deferred taxation upon withdrawal.
Regarding pension calculations, the National House of Public Pensions clarified that pensioners can increase their benefits by submitting documentation for previously uncounted contributory income, such as bonuses, the 13th salary, or overtime, provided social contributions were paid. Meanwhile, political debate continues regarding a proposal to restore specific pension rights for miners and energy workers, which some lawmakers argue is unfeasible due to existing national commitments under the PNRR.
