Romania Sets Fixed 2026 Health Insurance Fee for People Without Income

Romania’s tax authority ANAF confirmed that the health‑insurance contribution (CASS) for individuals without any taxable income will remain fixed at 2,430 lei for the year 2026. The amount is calculated as 10 % of six times the minimum gross salary in force on 1 January 2026 (4,050 lei), a figure that does not change despite the minimum wage increase that took effect in July.

People who are unemployed, have no pension or other taxable earnings can become insured by submitting a single declaration to ANAF at any time during the year. The contribution grants twelve months of coverage for family‑doctor visits, specialist consultations, laboratory tests, treatments, hospitalization and reimbursed medicines. Certain groups – children, students, pregnant women, persons with disabilities and low‑income pensioners – are exempt from the payment.

ANAF explained, “Indiferent dacă declarația este depusă înainte sau după majorarea salariului minim din iulie 2026, contribuția rămâne de 2.430 lei, deoarece calculul se face pe baza salariului minim de la 1 ianuarie.”
