Romania tax fraud in Prahova car trade costs state 9 million lei

The General Anti‑Fraud Directorate (DGAF) completed an inspection of a taxpayer in Prahova County who avoided VAT on second‑hand car transactions, causing an estimated loss of 8.8 million lei to the state budget. The company imported 435 cars from the EU, worth over 40 million lei, and resold them to individuals and firms without applying the proper VAT regime. It also sold 60 cars for cash in breach of financial discipline rules. The tax authority imposed a fine of 1,226,863 lei and referred the case to criminal investigators, suspecting that the legal representative may be coordinated with other persons involved in similar fraud schemes. ANAF warned that such illegal practices distort competition in the used‑car market and disadvantage compliant taxpayers.
