Romania to require tax clearance for buyers and sellers from 2026

New regulations in Romania will change the requirements for property and vehicle transactions starting in 2026. Under the upcoming law, both sellers and buyers must prove they have no outstanding debts to the local budget to finalize a transaction.

To validate these sales, a fiscal certificate is required. This document, issued by either the National Agency for Fiscal Administration (ANAF) for state debts like income tax and VAT, or by local town halls for local taxes, serves as official proof of a person's or company's financial standing. While paper certificates are standard, electronic verification between institutions is increasingly used.

In the context of real estate financing, the speed of mortgage approval is heavily influenced by the level of digitalization within banking institutions. Modern digital banking solutions allow for faster document validation and automated financial inquiries for those with declared salaries, reducing the bureaucratic delays traditionally caused by manual paperwork and incorrect documentation.
