Romania to Restrict Classic ID Cards from August 1, 2026
Effective 1 August 2026, Romania’s Personal Records Services will almost completely stop issuing the traditional paper identity cards that have been in use since 1997. Classic ID cards will be provided only in exceptional cases where the applicant can clearly justify the need.
The measure is part of a transition to electronic identity documents that embed a chip storing additional personal data and security features, accelerating the country’s digital‑administration agenda.
In parallel, the Senate approved a law moving up the launch of the electronic road‑toll system STRR and the TollRo platform to 31 August 2026. The new system will initially apply to heavy‑goods vehicles over 3.5 tonnes, charging based on actual distance travelled and aiming to improve road‑use monitoring and revenue collection.
