Romania to transition health insurance functions to electronic identity cards

Romania is transitioning toward a digital health system where the new electronic identity card (CEI) will gradually replace the traditional national health insurance card. According to Horațiu-Remus Moldovan, president of the National Health Insurance House (CNAS), the new identity card will not store personal medical data itself; instead, it will feature a digital signature and secure connection elements to allow rapid identification within the health insurance system.

The transition will be gradual. Existing health cards will remain valid and can be used alongside the new identity cards for a period of time. The implementation requires technical upgrades in pharmacies, hospitals, and medical offices, including updated software and card readers.

Additionally, the “e-SănătateaMea” digital platform is scheduled for launch. This virtual portal will serve as an electronic wallet, integrating electronic health records and prescriptions. While the platform is a key component of the upcoming infrastructure, the full integration and the phase-out of old cards will occur over a transitional period.
