Romania warns home buyers of unauthorized apartment re‑planning as free cadastral registration begins

Romanian technical supervision authorities warned that unauthorized re‑planning of apartments can create future ownership problems. Aliona Dediu, head of the Technical Supervision and Control Directorate, and Veaceslav Șipitca, Secretary of State at the Ministry of Infrastructure, said there is no legal mechanism to regularise such works and urged buyers to attach the geometric plan extract showing any authorised or unauthorised interventions to the transaction. They noted that re‑planning of isolated rooms is frequent, legal action is taken when violations are found, and the inspectorate intervenes in final receptions of buildings taller than five storeys.

Meanwhile, the National Agency for Cadastre and Real Estate Publicity (ANCPI) launched a free systematic registration of properties. Owners are invited to verify the technical cadastral documents displayed publicly for 60 days and to request corrections of any errors before the records become final. The programme aims to reduce disputes over property boundaries, improve data accuracy and facilitate access to EU funds and local investments.
