Romanian border police outline notarized consent rules for minors traveling abroad

The Romanian Border Police reminded families that minors must travel with a valid passport or an identity document accepted by the destination country; a birth certificate is not a travel document. When a child travels with only one parent, a notarized declaration of consent from the other parent is generally required. The declaration is valid for up to three years and must be presented in original form to border officials; copies or photos are not accepted. The requirement is waived if the traveling parent has sole custody, the other parent is deceased, or a court order replaces the consent.

If a minor travels with a person other than the parents or legal guardian, the accompanying adult must also present a criminal record extract and a notarized parental declaration. Romanian minors aged 16 or older may travel alone abroad with a notarized parental declaration. When the minor has permanent residence in the destination state, they may travel without the declaration.
