Romanian business and mediation groups oppose new legal regulations
The Concordia Employers' Confederation and the Mediation Council are calling for the withdrawal or rejection of legislative proposals currently before the Romanian Senate.
Concordia is opposing a bill known as the ‘Mandatory Lawyer’ project, which would require companies to hire lawyers for legal consultancy, including routine contract drafting. The organization warns that this measure would impose significant additional costs, particularly on small and medium-sized enterprises (SMEs), and could restrict the activities of accountants and in-house legal professionals. Furthermore, representatives from ANIS suggest the regulation could stifle digital services and AI-driven legal assistance applications.
Simultaneously, the Mediation Council is seeking the removal of provisions in legislative proposal B563/2026 that would exempt lawyers from the authorization and professional supervision requirements applied to mediators. The Council argues that such a derogation would undermine the professional standards, neutrality, and impartiality of the mediation process, which is governed by specific legal frameworks designed to protect service beneficiaries.
