Romanian construction sector faces regulatory and political uncertainty

The Romanian construction sector is facing significant challenges due to political and fiscal uncertainty, as well as new regulatory frameworks. According to a study by IBC Focus, 63.5% of construction companies report that delayed payments and settlements are the primary consequence of the current climate. Additionally, 50% of entrepreneurs noted a reduction in investment budgets, signaling concerns regarding long-term development capabilities.

Furthermore, the Patronatul Societăților din Construcții (PSC) Transilvania has warned that the new Law on Territorial Planning, Urbanism, and Construction (CATUC) is making real estate projects unprofitable. Alexandra Stoica, president of PSC Transilvania, highlighted that changes to the Land Occupation Percentage (POT) calculation are causing developers to abandon projects during the feasibility stage.

Other sector pressures include difficulties in accessing PNRR funds, approximately 3 billion euros in unpaid invoices to contractors, and rising financing costs. While some optimism exists for business turnover in 2026, the majority of companies view the current political and fiscal environment as a direct threat to their operations.
