Romanian Court of Appeal suspends Bolojan government's RA‑APPS transparency order
The Bucharest Court of Appeal suspended the execution of Government Emergency Ordinance (HG) no. 420/2026, which had forced the Regia Autonomă „Administraţia Patrimoniului Protocolului de Stat” (RA‑APPS) to disclose the addresses of leased state properties. Lawyer Alexandru Dumitrescu filed the action, noting that the ordinance was adopted a month after the Bolojan cabinet was dismissed by a motion of no‑confidence and that three consecutive negative opinions from the Legislative Council warned the draft was illegal. He said, “Curtea de Apel București a admis acțiunea formulată în numele clienților mei și a suspendat executarea HG nr. 420/2026.” The suspension halts enforcement but does not nullify the ordinance, which was published in the Official Gazette on 9 June 2026.
