Romanian courts rule on land rights and hydroelectric project challenges

The Constanța Tribunal has annulled a decision by the Eforie Local Council regarding the establishment of surface rights for a plot of land in Eforie Sud. The court ruled in favor of the Prefect's Institution, which argued that the allocation to two individuals, including businessman Romeo Cortizo Cazacu, bypassed mandatory public bidding procedures required by the Administrative Code.

Separately, the Cluj Tribunal rejected two legal attempts by the Declic Association to halt construction on the Surduc–Siriu hydroelectric plant. One attempt to suspend works was denied, and a second attempt to annul the construction permit was rejected due to procedural issues and being filed late. The Declic Association had challenged the permit on grounds of non-existence, invalidity, and expiration, seeking to stop the energy project until legal compliance is verified. The case has been moved to the Cluj Court of Appeal.
