Romanian Football Federation introduces black card for youth matches

The Romanian Football Federation (FRF) has introduced a ‘black card’ specifically designed to penalize inappropriate behavior from spectators, including parents, during youth football matches (U7–U16). This measure aims to protect children, coaches, and referees from misconduct in the stands.

The procedure allows referees to intervene if spectator behavior becomes disruptive or unsafe. Following an initial warning and a request for coaches to intervene, a match may be suspended for ten minutes. If the abuse continues, the referee can use the black card to signal the permanent termination of the match. Specific sanctions for those responsible will be determined later according to competition regulations.

Observers note that the initiative seeks to preserve the learning environment for young players, ensuring that technical instructions from coaches are not undermined by conflicting or aggressive shouting from parents in the stands.
