Romanian Football Federation restricts Liga 2 promotion rights
The Romanian Football Federation (FRF) has identified 11 clubs in Liga 2 that are currently ineligible for promotion to the SuperLiga due to their organizational structures. These clubs cannot become members of the Professional Football League, which is a mandatory requirement for top-flight access.
The clubs listed include CSM Slatina, Popești Leordeni, Șelimbăr, Dumbrăvița, Afumați, Steaua, Dinamo București, Gloria Bistrița, Ștefăneștii de Jos, Olimpia Satu Mare, and Râmnicu Vâlcea. While these teams can still compete for play-off positions, new regulations set to take effect in 2028 will exclude them from even competing for the top six spots in the standings.
Currently, Cetatea Suceava is noted as the only recently promoted Liga 2 team meeting the necessary criteria for SuperLiga access, as its structure is primarily based on private capital. Additionally, clubs must successfully pass a licensing procedure analyzed annually by the Licensing Commission to secure promotion rights.
