Romanian Intelligence Service cyber security advanced persistent threat EU funding procurement

The Romanian Intelligence Service (SRI) has launched a public tender to develop an advanced cyber‑defence platform (APT‑AV) capable of detecting, isolating and analysing sophisticated Advanced Persistent Threat attacks that target critical state infrastructure. The procurement is valued at up to 235 million lei (about 45 million euros) and will be funded from non‑reimbursable European Union funds together with SRI’s own budget.

The project, approved by the government with a total budget of 285.46 million lei, includes software development, integration into existing systems, high‑speed sandbox environments, heuristic detection tools, stress‑testing, staff training and technical support. The National Cyberint Center will manage the integrated security system, and tender offers are scheduled to open at the beginning of September.

Earlier this year SRI allocated 234.9 million lei to strengthen public‑sector cyber resilience after a ransomware attack on the National Cadastre and Real Estate Public Agency on 14 July 2026, which encrypted and deleted part of its virtualisation infrastructure.
