Romanian Land Registry e‑Terra System Disabled by Cyberattack

Romania’s National Agency for Cadastre and Real Estate Public Information (ANCPI) had its e‑Terra platform taken offline for 22 days after attackers exploited weak passwords and unpatched applications. The Romanian Intelligence Service (SRI) said the breach stemmed from basic IT vulnerabilities and highlighted that secure cyber protection depends on daily operational discipline, not just investment.

A separate global study cited by TechRadar and based on data from Comparitech estimates that cybercrime causes average losses of about $10,000 per victim, affecting roughly 88.5 million people each year and generating annual damages between $714 billion and over $10.5 trillion. Only about 15% of incidents are reported to authorities, suggesting the true financial impact is considerably larger than official statistics.

The ANCPI outage disrupted real‑estate transactions nationwide, underscoring the economic stakes of inadequate cybersecurity measures in critical public infrastructure.
