Romanian Ministry of Justice implements speech-to-text technology

The Romanian Ministry of Justice has completed a 32-month project to modernize courtroom procedures through the implementation of speech-to-text technology. Funded by the National Recovery and Resilience Plan (PNRR), the initiative aims to significantly reduce the time required for manual transcriptions by automatically converting audio recordings from courtrooms into text.

As part of this project, the Ministry developed OPTIMUS, an in-house national IT platform designed to digitize and automate courtroom workflows. The scalable system integrates hardware and software components to handle audio capture, processing, transcription, speaker identification, and data storage. The platform is hosted in the Ministry’s own data centers to ensure data control and technological independence.

Following a pilot phase in six courtrooms, the system has been expanded nationwide. Currently, 245 judicial institutions and 1,023 courtrooms and councils are equipped with the necessary infrastructure to utilize the new automated system.
