Romanian Parliament convenes extraordinary session to approve €1bn biodiversity strategy and integrity law
Romania’s Parliament met in an extraordinary session from 3 to 6 August 2026 to adopt the National Biodiversity Conservation Strategy, a milestone of the National Recovery and Resilience Plan (PNRR) valued at roughly €1 billion. The same session revived debate on the integrity law after the Senate rejected it on 30 July, recording 55 votes in favour, 28 abstentions and 29 non‑votes. The Social Democratic Party (PSD) had introduced two controversial amendments – one removing the cash‑declaration requirement for public officials and another retroactively stripping mandates of those found in conflict of interest.
President Nicușor Dan said he expects to promulgate the laws passed in the extraordinary session within the following week, including the urbanism code, the ANI law and the biodiversity strategy. He warned that failure to adopt the measures could cause Romania to lose about €770 million of EU funds earmarked in the PNRR. The parliamentary agenda scheduled committee meetings on Monday and Thursday and plenary votes on Tuesday and Wednesday in both chambers.
