Romanian President Nicușor Dan Promulgates Key Laws to Unlock EU PNRR Funds and Ratifies SAFE Agreement
Romanian President Nicușor Dan signed a series of laws essential for meeting the milestones of the National Recovery and Resilience Plan (PNRR) and ratified the SAFE loan agreement, securing continued access to European Union funding. The legislative package targets major infrastructure projects, including new hospitals, modernised schools and highway extensions. It also introduces reforms such as an updated Administrative Code, performance‑based bonuses for tax and customs officials, a new urban planning code, a decree enabling additional hospital staffing, and a law allowing EU‑funded allowances for teachers and school support staff. Dan said he is closely monitoring parliamentary debates on decarbonisation legislation and may use constitutional powers to return drafts for revision. The measures aim to prevent the loss of billions of euros in non‑repayable EU funds and to maintain the confidence of rating agencies and foreign investors in Romania’s economic stability.
