Romanian Parliament Debates Fuel and Housing VAT Cuts Amid Cadastral Cyberattack

Former Energy Minister Bogdan Ivan has lodged a parliamentary initiative to lower the VAT on fuels from 21% to 19% and reduce the excise duty on standard diesel, urging support from all deputies in the upcoming extraordinary session.

At the same time, the Social Democratic Party (PSD) and the Alliance for the Unity of Romanians (AUR) have submitted amendments to postpone the planned increase of the VAT rate on residential property purchases from 9% to 21% until 1 October 2026. Both proposals cite the recent cyber‑attack on the National Agency for Land Registration (ANCPI), which has disabled cadastral and land‑registry services and stalled thousands of house‑buying transactions.

The parliamentary extraordinary session scheduled for 27‑31 July will address these tax measures alongside other PNRR‑related legislation, with PSD also pushing to reinstate a price‑cap scheme for gasoline and diesel that expired at the end of June.
